Funding - Case Study: City of Irrigon
AP was hired by the City of Irrigon to complete a Water System Master Plan addressing the City's growing water needs and its issues with nitrate contamination. The $4.5 million in improvements include drilling two new alluvial supply wells complete with pump houses, controls, and chlorine contact chambers, modifying the existing City well, designing a system-wide telemetry control system, adding a new 1.4-million-gallon water storage reservoir, and installing several miles of water distribution main lines.
In addition to the technical expertise provided for the project, AP also offered funding solutions to this small City that helped develop multiple funding sources for the project. AP prepared project funding scenarios for City consideration, and then prepared applications for a grant from the U.S. Environmental Protection Agency, loans and grants from Rural Development, and potential grants and a loan from the Safe Drinking Water Revolving Loan Fund. AP also assisted with brochures to educate the public about the project, conducted public meetings, and assisted with the City's bond election. The result of all of these services is a fully funded project from three sources that will meet the City's long-term needs.
